Get client manager assignments
Returns the client-manager assignments for this employee.
Both scopes are returned, and effective_scope says which governs:
FIRM_WIDE— a firm-wide assignment exists and takes precedencePER_ADVISOR— only per-adviser assignments existNONE— this employee has no active assignments
Per-adviser rows are returned even when a firm-wide assignment is in effect, so you can see the full picture rather than inferring it.
